Change in the calculation of mandatory expenses for dormitory cafeteria and canteen operations
The Ministry of Youth and Sports amended the regulation on cafeterias, canteens and other operations in dormitories, and the change was published in the Official Gazette on 21 October 2026. Under the change, if the same person operates the cafeteria and the canteen, the monthly mandatory expense to be collected will be calculated by multiplying the civil servant monthly coefficient, at multiples set by the dormitory's capacity, by the average number of registered students. The change took effect on the date of publication.
What does it mean?
In dormitories where the same operator runs the cafeteria and the canteen, the mandatory monthly fee the operator collects from students will be calculated using coefficients set according to the dormitory's capacity.

Persons and organizations that operate cafeterias and canteens in Ministry of Youth and Sports dormitories, and students living in those dormitories
