France Launches Mission on Preventing Systemic Risks in Transport Networks

French Transport Minister Philippe Tabarot has launched a mission to strengthen how the country prevents systemic risks, meaning failures that can spread across several transport networks at once. Bernard Attali, a former chairman of Air France and of the insurer GAN, will chair the mission, which will recommend ways to prevent crises and limit their damage. The work is organised around four themes: understanding risks, preventing accidents, insuring losses, and managing crises across operators.

What does it mean?

Transport networks such as trains, roads, airports and ports can be hit by one failure that spreads to others, for example from extreme weather or cyberattacks. The government is setting up a group to find weak spots and suggest ways to keep travel and freight moving during such crises. This is a study and recommendation effort, so no new rules take effect yet.

Who is affected?

Passengers, freight users and the operators and managers of France's rail, road, waterway, air and port infrastructure.
