Estonia widens eligibility for music group grants and exempts some international ensembles from the grant cap

Estonia's Minister of Culture has amended the 2018 rules for grants to music collectives and concert organizers. Regulation No. 20, adopted on 28 October 2026, allows local government bodies acting as music collectives and sole proprietors in the commercial register to apply. It also exempts up to two internationally recognized ensembles with at least ten members from the usual maximum grant amount, while capping their combined annual grants at 60 percent of a round's budget.

What does it mean?

Estonia has changed who can apply for public grants for music groups and concert organizers. Certain internationally known ensembles with at least ten members can receive grants above the usual limit, but only up to 60 percent of a grant round's budget per year.

Who is affected?

Music collectives, concert organizers, and private or public bodies and sole traders in Estonia who want to apply for these grants.

What changes?

The new paragraph 4(1) defines the eligible applicant types in a new way. Paragraph 10 now has exceptions to the maximum grant amount for up to two qualifying international ensembles, with a 60 percent budget cap on their combined yearly grants. The word 'Eestis' is also removed from point 12 of paragraph 20.
