Estonia updates national air-quality rules to match new EU directive

Estonia's environment minister adopted regulation no. 78 on 28 October 2026, updating several national air-quality rules to transpose Directive (EU) 2024/2881. The changes rewrite rules on air-quality zones, permit thresholds for industrial air pollution, annual emissions reporting by permit holders, and limit and target values for pollutants. References to earlier EU air directives are removed and replaced with the new one.

What does it mean?

Estonia is moving its air-pollution rules over to the new EU air-quality directive. Rules on which areas count as air-quality zones, when factories need a pollution permit, how permit holders report emissions, and the limits for pollutants are being updated. Older references to previous EU directives are being dropped.

Who is affected?

Businesses holding air pollution permits and institutions subject to air-quality rules.

What changes?

Earlier rules referred to older EU air-quality directives; those references are now removed and replaced with Directive 2024/2881.
