Unpaid energy market bills to be treated as collateral debt

The Energy Market Regulatory Authority added a new clause to the Collateral Procedures and Principles with its decision No. 14954 dated 15 October 2026. Under it, a market participant that owes amounts for billing periods whose payment due date has passed will be treated as in debt for collateral purposes, up to the unpaid receivable amount. The change was published in the Official Gazette on 21 October 2026.

What does it mean?

A rule is taking effect in the energy market under which a participant that does not pay its bill on time is considered to have debt equal to the unpaid amount.

Who is affected?

Market participants operating in the energy market that have outstanding bill debts

What changes?

Previously, the first paragraph of Article 6 of the Collateral Procedures and Principles did not contain this clause. Now it provides that bills past their payment due date create debt equal to the unpaid amount.
